В современном языке exceedingly и excessively не являются синонимами и не могут взаимозаменяться. Exceedingly имеет значение 'чрезвычайно, очень, исключительно': exceedingly gloomy weather, exceedingly difficult work. Excessively означает 'чрезмерно, слишком': excessively cruel measure.
